Well Clinton knew of the terrorist camps in Afganistan. He lobed a couple of missles at them. But he was a little tied up with that Monica scandal. Then there was the bombing of our two embassies in Africa. But we had peace because Bill did nothing. He met with Monica more than Tennent, the CIA Director. So yes tecnically, we had peace during Clinton’s tenure. It was thoughtful of him to embolden the enemy and leave the problem for the next President to solve.
