How effective was that approach in stopping the Khobar Towers attack? Did it prevent the Kenyan or Tanzanian embassy bombings? Did it deter the attack on the USS Cole? Can the "catch, try, and convict" approach be credited with stopping the planning and training for 9/11 which occurred on Clinton's watch? And if you're going to blame President Bush for not stopping 9/11, how well did the "catch, try, and convict" approach do in preventing the first WTC attack?
