A significant portion of the Democrat base has pre-9/11 mentality of the onw where if you ignore something it will go away. Or even better if you have a bunch of junk in a house just move to the garage and it will disappear. The reason a lot of Senate Democrats like Webb and McCaskill for example, voted for this is becuae they live in 50/50 states and are accountable to alot of people not just the nutroots and have to get votes from independants and Republicans.
