It's not. The ass sniffing mutt statement gave it away. it's from a long time troll.
I recognized it as purportedly being from Güber-Ralph Snatcher, but the "free speech for Republican's only". Seems a little over the top, even for him. Also, the use of the possessive instead of the plural plays into existing stereotypes a little to well.
On the other hand, I'm not sure how much of Güber-Ralph Snatcher's behavior is heartfelt, and how much is just him being evil.
